Financial and Performance Improvements
At Create Health Advisory, we deliver a holistic and integrated approach to financial sustainability by combining robust data analysis, targeted stakeholder consultation, and alignment to Health Network priorities.
We focus on the interdependent dimensions of the healthcare system — access and flow, financial performance, people and culture, and governance and leadership — recognising that sustainable financial outcomes are achieved when all parts of the system work cohesively.
Access and Flow
Ensuring services are delivered efficiently and in line with population need is foundational to financial sustainability. Key areas of focus include:
Activity volumes and classification
Ensuring activity is accurately captured and classified to optimise resource allocation and funding.
Admitted length of stay
Identifying opportunities to improve operational efficiency through reduced unwarranted variation.
Right care, right place
Enhancing alternatives to hospital-based care and strengthening pathways that support timely, appropriate care.
Alternate models of care
Evaluating and implementing innovative models that improve efficiency and reduce cost.
Financial Performance
Financial sustainability requires disciplined management of resources to support safe, high-quality, and efficient care. Our assessment considers:
Private patient revenue
Strategies to appropriately maximise revenue contributions from private patients.
Cost containment
Identifying opportunities to reduce avoidable expenditure without compromising patient outcomes.
Optimising funding
Exploring opportunities to secure and correctly claim all eligible funding.
Resource utilisation
Identifying services or specialties with above-benchmark consumption of non-workforce resources.
People and Culture
A productive, supported, and engaged workforce is central to both financial and organisational performance. We focus on:
Workforce productivity
Improving engagement, satisfaction, and performance to enhance productivity.
Resource allocation
Ensuring workforce resources are deployed optimally across services.
Workforce planning
Strengthening labour models, managing demand-driven staffing, and reducing reliance on premium labour and overtime.
Alternate models of care
Evaluating and implementing innovative models that improve efficiency and reduce cost.
Governance and Leadership
Strong governance and leadership create the conditions for high performance, accountability, and sustainable improvement. Key elements include:
Performance and Accountability Framework
Embedding clear expectations, regular performance reviews, and corrective actions where needed.
Organisational structure and culture
Fostering collaboration, shared responsibility, and alignment to strategic goals.
Data and analytics
Enabling evidence-based decision-making, performance monitoring, and continuous evaluation.
Alternate models of care
Evaluating and implementing innovative models that improve efficiency and reduce cost.
Industry Experience
Create Health Advisory brings extensive industry experience in strengthening financial sustainability across the Australian health system.
We have experience working in the Health Sector and have worked with multiple Hospital Networks and Health Services across several jurisdictions, supporting them to navigate funding pressures, optimise performance, and build long-term financial results. Our work spans across the health system, giving us a deep understanding of operational realities and governance requirements in diverse environments. We combine technical financial expertise with practical, system-aware insights to help clients improve efficiency and deliver sustainable outcomes.
We also bring deep expertise in revenue optimisation and health funding models, informed by our experience working in the Health Sector and via implementation of revenue optimisation programs across multiple Health Networks and states. Our team has a strong track record in Activity Based Funding (ABF), block funding, and grant mechanisms, and we understand how operational practices, data quality, and clinical workflows directly influence funding outcomes. Through close collaboration with clinical, operational, and finance teams, we build local capability in activity capture, costing, and ABF literacy—strengthening understanding of how activity translates to revenue. Our programs have consistently delivered measurable uplift in funding, improved revenue integrity, and enhanced operational efficiency, ensuring health services are funded for the care they deliver and positioned for sustainable financial performance.
